- Implementation of the Panchayat Extension to Schedule
Areas (PESA) all over Gujarat for the development of tribal areas
- Congress will make sure proper constitutional allotment of budget for Tribals, ST, minorities, OBC and economical backward classes, unlike the current Gujarat government.
- Strict application of Forest Act, improved education, irrigation, allotment of land to tribal residents, setting-up of government hostels and boarding facilities as well as rapid re

- Congress will abolish the trend of hiring people from a particular community for cleaning human faeces. Cleaners will be hired directly from municipalities. There will be no degradation of human life.
- More than 26,000 vacant reserved jobs will be filled immediately by Congress, which have been left vacant even after Gujarat High Court’s orders. 2% reservation for Valmiki community in PTC will be restarted.
- Special programs for empowerment of women, providing financial assistance and protection of families will be launched.
- Congress will accept the recommendations of the Renke Commission for the betterment of OBC and other castes which has been kept under review by the Central government.
- Congress will also provide special assistance to communities who earn their livelihood by entertaining people and help them settle.
- Artisan communities will be able to get the worth of their creations and special tax relief scheme will be introduced.
- Recommendations of Sachar Committee for the betterment of Muslims, Buddhists, Christians, Jains, Parsis and Sikhs will be implemented in Gujarat. The 15-point program by the Prime Minister will also be strictly implemented.
